1) If you're in the chatroom, you play the game. 2) What is said in #tot, stays in #tot. Nobody 'spreads the word'. 3) You get asked a question, you answer truthfully. Then you ask someone else a question (you do NOT the person who just asked you a question). 4) You do not have to answer if the information requested is not yours to say - eg, you don't have to give out someone else's phone number or tell a secret that another person is involved with. 5) You do not have to answer if it will cause a security risk (eg. password related questions etc.) 6) Someone starts - they ask someone a question, the person must answer (honestly). Once they answer, they can ask someone a question - but not the person who asked them.
